These patches add timeout option to "peer channel create" and
"peer channel fetchconfig".

This bug(FAB-2982) happens because peer tries to get the genesis block
before orderer start its channel. Since the execution time of channel
initialization depends on the environment, users should control the
procedure of channel creation with "-t" option.
