This CR sets the stage for removing resources tree by implementing
ACL (resource-policy mapping) in channelconfig currently provided
by resourcesconfig package.

Functionally, the ACL function is ready for use. Subsequent CRs
will remove resources tree and do any cleanup necessary (such as
replacing "API" with "Resource").
