"peer channel fetch" nows logs its success message at the
info level instead of debug. This CR updates the documentation
accordingly (and also pulls in a few other recent CLI changes
that resulted from running `make help-docs`).

also fixes defect in scripts/generateHelpDocs.sh caused
by change in default handling of config.yaml

also moves the files in 'wrappers' directory out
of the docs/source tree so that Sphinx does not
report them as missing from TOC. see FAB-9812

There is repeating "be" in /docs/source/commands/peerchannel.md
This patch deletes one "be".
